Annual Report 2024-25
The Sacramento County (“County”) Department of Transportation provides and makes available the following Fair Share Fee Program Annual Report for the Fiscal Year ending on June 30, 2025, pursuant to the requirements of the Mitigation Fee Act (California Government Code Section 66000, et seq.):
A. A brief description of the type of fee in the account or fund:
Based on traffic studies, the County may condition development projects to make proportional contributions (“fair share”) to mitigate impacts that occur off-site from the project and are not otherwise included within the project’s participating fee program(s).
Additionally, Sacramento County Code (SCC) chapter 12.03 generally requires the construction of on-site (along the adjacent county street) improvements in conjunction with any construction, grading, or related work. In certain circumstances defined in SCC 12.03, the County may accept a cash payment in lieu of improvements (“Cash In Lieu”), when it is appropriate to postpone construction of the improvements to a later time.
For those off-site or on-site improvements that are not required to be immediately constructed, the County’s Transportation Fair Share Fee Program (FSFP) collects funding to contribute toward construction. Additional funding sources may include any of the following: Sacramento County Transportation Development Fee/Transit Impact Fee (SCTDF/TIF); County Measure A Sales Tax; State Gas Tax; various Community Finance Plans; reciprocal funding from other jurisdictions; or State or Federal Funding or Grant Programs.

The amount of fee charged is proportional to the project’s impact and based on the value of the associated improvement. Fees charged for FY 2024/25 include:

F.
i. An identification of an approximate date by which the construction of the public improvement will commence if the local agency determines that sufficient funds have been collected to complete financing on an incomplete public improvement, as identified in paragraph (2) of subdivision (a) of Section 66001, and the public improvement remains incomplete.
Sufficient funding has been collected for the Bradshaw Road at Ballinger Drive Traffic Signal project between the FSFP and direct developer funding. Construction is anticipated to start in April 2027.
Sufficient funding has been collected for the Bradshaw Road at Jackson Road Intersection Improvements project between the CIL, regional funding sources (Sacramento Area Council of Governments Transformative program), and statewide funding sources (State Transportation Improvement Program). Construction is anticipated to start in April 2027.
Sufficient funding has been collected for the Florin Road Bicycle Pedestrian Improvements project between the CIL, Highway Safety Improvement Program (HSIP) funding, American Rescue Plan Act (ARPA) funding, and Community Development Block Grant (CDBG) funding. Construction started in December 2024.
ii. An identification of each public improvement identified in a previous report pursuant to clause (i) and whether construction began on the approximate date noted in the previous report.
The previous report anticipated construction of the Eschinger Road Improvements project starting in April 2025, however construction has not yet commenced.
The previous report anticipated construction of the Fair Oaks Boulevard Bicycle & Pedestrian Mobility Project – Phase 2 starting in April 2025, however construction has not yet commenced.
iii. For a project identified pursuant to clause (ii) for which construction did not commence by the approximate date provided in the previous report, the reason for the delay and a revised approximate date that the local agency will commence construction.
The Eschinger Road Improvements project was delayed due to the need to acquire additional right of way. The revised schedule anticipates construction beginning in April 2026.
The Fair Oaks Boulevard Bicycle & Pedestrian Mobility Project – Phase 2 was delayed due to longer than anticipated review times from outside agencies. The revised schedule anticipates construction beginning in April 2026.
G. A description of each interfund transfer or loan made from the account or fund, including the public improvement on which the transferred or loaned fees will be expended, and, in the case of an interfund loan, the date on which the loan will be repaid, and the rate of interest that the account or fund will receive on the loan:
